Sport is a Human Right as per the Charter for the Physical Education and Sport adopted by UNESCO in 1978. Sport as a tool is helping the United Nations to achieve the Millennium Development Goals. Sport contributes to National agendas such as educational achievement, skill development, public health, inclusion, and girl empowerment, social and economic development. Corporate sector is adopting sport as an important area for social development.

Sport is an integral part of education. As per research, school sports and physical education promotes higher self-esteem, earn better grades, and improve attitudes, behaviours, performance and attendance. Developing core skills, fostering a sense of enjoyment for being active will support the health agenda and will give children the underpinning skills to pursue sports after school and later in life.

The Physical Education Cards (PEC) designed as per the NCERT physical education and health curriculum guidelines for classes 1-5. An inclusive, progressive tool for teachers engaging the whole classroom in physical activities for different ages and stages of children’s physical, motor skills development and cognitive understanding.

PEC PROGRAMME ADVANTAGES

  1. The PEC has been designed as per the existing health and physical education curriculum guidelines of NCERT for classes 1-5. Organizations such as the British Council, UK Sport, Youths Sport Trust and UNICEF have played a key role in the programme development.
  2. PEC has been endorsed by the Ministry of Human Resource Development & Ministry of Youth and Sport Affairs, India. UNICEF is implementing PEC as part of its sport for development mandate.
  3. A scientifically developed, student centered, inclusive programme designed on the premise that every child matters and has to be actively engaged in a physical activity for mental, physical and motor skills development .
  4. A progressive teaching and training aid for teachers outlining physical activities that are suitable for different ages and stages of children’s physical development and cognitive understanding across all abilities..
  5. provides suggestions to teachers of ways in which language, mathematical and scientific learning can be included and reinforced in meaningful contexts during the physical education lessons.
  6. An innovative teaching/learning approach meeting the Government of India’s mandate on school education Child friendly schools have the potential to improve student attendance and retention which in turn has a direct co-relation with the learning levels, completion of elementary cycle, transition to secondary schools, particularly of girls. This will help in advocating for mainstreaming physical education with dedicated time in the regular school routine.

SHIPLEY FOUNDATION- BROAD BASING SPORT THROUGH EDUCATION

Health and Physical Education (PE), having components of Health education, PE and Yoga are an integral part of school curriculum in India. In practice, PE is a co curricular subject. Priority given to academics over sport limits the participation of the students into sports and they struggle to balance their school timings and sport practice.
With the enactment of the Right of Children to Free and Compulsory Education Act 2009 (RTE Act) all schools (State and private) are mandated to provide free and compulsory child-friendly education to all 6-14 years old across India. The importance of health and physical development has been emphasized in the National Curriculum Framework as: “Physical development supports mental and cognitive development especially in young children. It is important to build on the experiences of the work in primary schools to ensure a robust sports and physical education programme in upper primary and Secondary schools.
As per the new Government of India policy there is dire need to invest in sport right from childhood. Schools are the best sources of intervention to implement a structured sports programme that will help in encouraging children to take up sports seriously. This will improve fitness in schools.

Key measures

  1. A grass roots approach has to be taken ensuring all children have access to high quality PE in schools so that they have the skills and confidence to join in games, activities and sports outside school and when they get older. Performance of children can be added to the overall evaluation.
  2. Capacity building of primary teachers is critical along with introduction of innovative teaching aids as they are not trained to teach Physical Education. Specialist physical education teachers appointed at secondary level should be utilised to support the primary teachers.
  3. Commitment from the Government and key education authorities at the National/State level
– Recognise health and physical education as a compulsory subject from the primary to the secondary stages. The health and physical education curriculum needs to be transacted mandatorily across all grades. Health and Physical Education be given an equal status with other subjects.
– Formulate a policy towards allocating a dedicated time, across all grades to participate in sport and physical education. It will ensure wider participation and harnessing of potential talent
– Revision of existing Health and Physical education curriculum for schools and Higher Education. Introduce innovative strategies for teaching physical education at par with global standards at the pre service institutions for primary and physical education institutions.
  1. Public Advocacy for civil society on importance of systematic, organised teaching of physical education and school sport. Especially the parents that they allow children to take up sports along with academics for holistic development.
  2. Corporate and the private sector can contribute towards the development of sport through their Corporate Social Responsibility (CSR) and through Public Private Partnership (PPP) initiatives. This could be done through supporting

– public advocacy campaigns- training of school teachers

– development of new resources
